The self-proclaimed leader of the Donetsk national Republic (DND) Denis Pushilin believes the unlikely scenario that Kiev lift the economic blockade of Donbass. He said this in an interview with RIA Novosti.
According to policy, the proposal of the representative of Kiev in the contact group Leonid Kuchma in the lifting of the blockade is causing “a certain amount of skepticism”. “Of course, we couldn’t help notice the return of Leonid Kuchma in the negotiation process, but we saw before that, he was the representative of Ukraine in the contact group, all skidded. Whether now is the big question,” — said Pushilin.
The politician also said that such initiatives should be implemented together with the political part of Minsk agreements. In particular, Kiev should provide the unrecognized republics special status and entrench it in the Constitution.
According to Pushilin, currently Ukraine and the DNR there is “no exchange of goods” because of the blockade. The Republic’s economy is developing and is “aimed at Russia”. So, for 2018 the trade turnover with Russian regions amounted to 160 billion rubles — twice more than the previous year, said the head of DND.
The proposal of the authorities to resolve the conflict in the Donbass, presented the second President of Ukraine Leonid Kuchma at the meeting of the trilateral contact group on 5 June. In addition to the lifting of the economic blockade, he suggested that the Ukrainian military during the regime of silence in Donbas not to respond to provocative attacks from civilian objects.
Ex-President Petro Poroshenko has called this idea of betrayal of national interests, and Prosecutor General Yury Lutsenko felt that access to regions is tantamount to the financing of terrorism (under the law on the reintegration of Donbass, the unrecognized Luhansk people’s Republic and the DNR are not terrorist groups).
Kuchma has participated in the negotiations on conflict settlement in the Donbass from 2014 to October 2018. One of the first decrees of President-elect Vladimir Zelensky was the return of Kuchma in the negotiation process. In the administration Zelensky said that during the work of Leonid Kuchma, the contact group “managed to stop a full-scale combat operations” and seeking the return of more than three thousand Ukrainian prisoners from the territory of Donbass.
