Deputies of the state Duma before the end of the spring session will consider a bill to mitigate the penalties for possession of drugs. About it reports TV channel “Rain”, citing sources in the Parliament.
According to the channel, we are talking about the articles of the Criminal code, not connected with sale of a controlled substance. In particular, the bill proposes to transfer part of 2 articles 228 of the criminal code of serious crimes in the category of crimes of average weight. Thus, this article will be punishable from two to five years in prison instead of the current three to ten years.
It is also proposed to reduce from ten to five years the lower threshold of punishment for possession of drugs in especially large size (part 3 of article 228). The upper threshold at 15 years for this article to change do not plan to. “The status quo when possession of drugs on a large scale is a felony, provides high levels of law enforcement activities on the disclosure of serious crimes, but does not protect society, replacing the fight against drug trafficking the fight against consumers”, — the authors of the initiative.
According to United Russia deputies Nikolai Brykin, the bill will be paid on 20 June at the meeting of the working group on improvement of legislation in the field of combating illicit trafficking of narcotic drugs. It is reported that the initiative was supported by representatives of the interior Ministry, FSB and Prosecutor General’s office; in addition, we received a positive opinion from the Supreme court.
According to sources of “Rain” and the need for change “drug articles” of the criminal code is long overdue, but the fact of the journalist of “Medusa” Ivan Golunova can accelerate their adoption.
Earlier, on 11 June, the Minister of internal Affairs of Russia Vladimir Kolokoltsev said that the Ministry of interior decided to discontinue the prosecution of Golunova, sent under house arrest on charges of attempted sale of drugs on a large scale, in connection with the failure to prove his guilt. Charges against Golunova removed, he will be released from house arrest, said the head of Department.
