Ukraine has promised to stop being polite after Russia’s return to PACE

The Ukrainian authorities will adopt a more pragmatic approach to parliamentary Assembly of the Council of Europe (PACE) if the organization will return to Russia. This “European truth” said the Minister of foreign Affairs of Ukraine Pavlo Klimkin.

According to him, if Russia will return to PACE without running any of the terms, Kiev refuse a “polite gesture” in the direction of the Assembly. “If Russia will get a coveted indulgence, without making any concessions, our approaches to participate in the Council of Europe will become more pragmatic. We don’t do formal polite gestures in the direction of the Institute, discredited,” — said Klimkin.

In addition, Ukraine will cease to support the steps that “have nothing to do with the protection of human rights, but only serve as a cover for political interests,” the diplomat said.

Also, according to klimkina, like easing the EU’s position towards Russia could be repeated in the Minsk negotiation process. “And that’s what I meant when I said that our international partners, in case of return of the Russian Federation to the PACE, will bear responsibility for the degradation of the Minsk agreements”, — the Minister added.

In early June, the PACE regulation Committee has published a draft resolution according to which Russia will provide space for the June session. The document also notes that Russia needs to prepare the necessary documents for participation in the meeting.

In April 2014 Russia was deprived of the basic powers in PACE, including the right to vote. The reason was the events in Eastern Ukraine and reunification with the Crimea. In 2015, the Assembly has twice considered the question of lifting sanctions, but the restrictions continued to operate: the Russian delegation did not participate in the work of the governing bodies of the Assembly and its monitoring missions. In June of 2017 Russia, which is the biggest contributor PACE, froze payment of membership dues. On 14 may, the Committee of Ministers of the Council of Europe decided, opening the way for the return of the Russian delegation in PACE.
