First Deputy Minister of internal Affairs of Russia Alexander Gorovoy said about the upcoming revision of the rules of the road. This writes TASS.
He stressed the need for the revision of the SDA, as even the personnel of the interior Ministry is experiencing difficulties finding sub-paragraphs, paragraphs and sections in them. “What can we ask road users?” ― said Gorovoy. What will be reviewed, he said.
In addition, the Deputy Minister said that the interior Ministry will participate in the preparation of the new Code of administrative offences (Cao) on the concept submitted by the government of Russia. Gorovoy said that Cao will serve two basic objectives: optimize for units of state agencies that perform regulatory functions, and protection of interests of participants of administrative proceedings.
On June 10 the Russian government has published a 30-page concept for a new Cao. Changes you want to make due to the fact that, under the current Code was published 17 years ago and requires an analysis of its application in practice. A new concept was prepared on behalf of Chairman of Russian government Dmitry Medvedev.
It presents the reduction in the number of types of administrative offenses and reform approaches to sentencing. Among the changes planned for the division of offences into categories according to their nature and degree of public harm, the introduction of a Statute of limitations of prosecution and maximum penalties. The Statute of limitations for prosecution of the administrative code will be not more than two years, that is less than the minimum limitation period of bringing to criminal liability. The entry of the new Code will come into force is planned from 1 January 2021.
