60 percent of Russians believe torture is unacceptable. This is evidenced by the results of the survey “Levada-center”, commissioned by the human rights organization “Committee against torture”, informs “Kommersant”.
30 percent allow for torture in exceptional cases for the sake of someone else’s life or towards those who have committed a serious violent crime. 39 percent of respondents believe that the fight against torture will adversely affect crime solving.
Torture I faced every tenth survey participant. Respondents said that law enforcement officers used torture to humiliation, intimidation or additional information needed.
The survey was conducted among 3,400 people in 53 regions of Russia. The study is dedicated to the International day in support of victims of torture, celebrated annually on June 26.
At the end of may it became known that the Russian government has submitted to the state Duma a bill on monetary compensation to prisoners in case of violation of international norms of detention and the prohibition of torture. To prove compliance with all the conditions of detention will have the detention of the victim confirm the fact of violation will not be required.
