The Ministry of the temporarily occupied territories and internally displaced persons of Ukraine has developed a training manual, which lists all the official terms for the conflict in the Donbass for journalists, officials, politicians and public figures. This is stated on the Agency’s website.
It noted that the need to create allowances has arisen due to saturation of the information field of the various concepts, sometimes diametrically opposed. “Discussions about those or other terms still. It is difficult to understand the situation inside the country and abroad, and creates favorable conditions for the enemy effects of information,” added the Ministry.
The training manual is called “ABC… Armed conflict in the terms (guide to Ukraine)”. The authors of the manuals when planning, we were guided by international humanitarian law and Ukrainian legislation, formed after 2014. The dictionary includes the concept of “aggressor”, “annexation”, “anti-terrorist operation,” “hybrid war,” “demilitarized zone”, “cybersecurity”, “UN peacekeeping force”, “occupation”, sanctions and other.
About the creation of manuals with neutral terminology in Ukraine began in 2015. When asked to recommend journalists avoid offensive words “jackets” or “temporary migrants”.
The conflict in the South-East of Ukraine began in spring 2014. Then the Kiev government announced the beginning of anti-terrorist operation to suppress protests of the inhabitants of the South-East of the country. Western countries and Ukraine regularly called Russia one of the sides of the confrontation. Moscow denies these allegations.
