The Verkhovna Rada of Ukraine adopted a new Election code. One of the authors of the legislative initiative was the speaker Andriy Parubiy. About it reports “Interfax-Ukraine”.
The document envisages the transition to a proportional system of parliamentary elections by open lists. Ukraine is divided into 27 electoral districts, and separate the Crimean district, the new law eliminated — he will be attached to Kherson. The threshold will remain at five percent.
Each party must establish its national list of candidates for the Verkhovna Rada and distribute them to the regional lists for the counties so that each was presented at least five future MPs. Voters will not vote for specific people, and for the party. Citizens will be able to specify on the ballot papers and the number of the candidate, but choose it only from the party, which has already cast a vote.
The law will come into force on 1 December 2023.
Earlier, a similar bill was proposed by President Vladimir Zelensky immediately after his inauguration. He insisted that early elections should be held under the proportional system, and not the majority, which he called a source of corruption.
The President also wanted to lower the threshold to three percent, to give an opportunity for new parties to enter the Parliament. Rada refused to consider the document. Speaker Andrew paruby said that the bill is a disappointment to him and was registered in violation of the rules.
Early elections to the Verkhovna Rada will be held on July 21. According to the latest data of monitoring of the electoral moods of Ukrainian citizens, party Zelensky “servant of the people” the leader with a rating of 47 percent, the level of support is constantly growing. The entrance barrier overcome four political forces: “the Opposition platform For life”, Viktor Medvedchuk (11.6%), party of ex-President Petro Poroshenko “European solidarity” (8.2 percent), “the Voice” Svyatoslav Vakarchuk (6.8%) and “Batkivshchyna” Yulia Tymoshenko (6.4 percent).
