Publication in a social network “Vkontakte”, which has complained to the police, a city Duma Deputy of Kirov Pavel valenchuk, does not contain evidence of any offence. This was stated by the Chairman of the Council under the President of Russia on development of civil society and human rights (HRC) Mikhail Fedotov, reports RAPSI.
According to Fedotov, the meme is nothing but an easy smile. “I hope the police will be able to understand and correctly classify the case,” he added.
In addition, the head of the HRC recalled that the Plenum of the Supreme court in 2010 clarified that the humorous and satirical genre allows for greater freedom of exaggeration and even provocation, provided that society is not misled regarding the facts of the case.
Valenchuk has filed a police report with the requirement to prosecute administrators of the public “Borscht” in “Vkontakte” and the owner of the account in Instagram by publishing a meme using pictures of him. The MP considered this an insult of the representative authorities and slander.
