Western countries treat Ukraine in order to explain the logic of some steps of the Russian authorities. About it in interview “to date,” said the Minister of foreign Affairs of Ukraine Pavlo Klimkin.
“I believe that we have a vision of how Russia behaves, what she wants, how to build a decision-making system in Russia. All of our partners, don’t know fortunately or unfortunately, come to us, so we explained the logic of certain steps of Russia, and in a sense, we are considered to be experts,” he said.
As an example, the diplomat cited the Budapeshsky Memorandum, the terms of which, according to Kiev, Moscow has flagrantly violated. According to Klimkin, the Russian leadership is illogical in response, accused Ukraine of ignoring agreements. “And I believe that none of the participants of the Budapest Memorandum didn’t do anything that had to do in the context of protecting our national security. The same thing I say to our American and British friends,” he said.
The head of foreign Ministry stressed that Kiev is now forced to very closely monitor the behavior of Moscow, and to understand the mentality of its decisions. Thus, according to him, Ukraine has no coherent policy towards Russia.
In may 2015 Klimkin, speaking at a conference in the headquarters of UN in new York, has accused Russia of violating Budapeshskogo Memorandum. He said that Moscow has transformed the seaside resort of Crimea in modern military base, ready to deploy nuclear weapons.
Budapeshsky Memorandum was signed on 5 December 1994, the leaders of Russia, Ukraine, the USA and the UK. It ensures compliance with several documents in Kiev, including the Treaty on the nonproliferation of nuclear weapons (NPT) and the UN Charter.
