Russian Governor decided to put his Ministers

In the Astrakhan region opened 17 criminal cases against regional Ministers of construction and housing, local officials and entrepreneurs. On Wednesday, July 17, the press service of the Investigative Committee of Russia (TFR).

Investigations conducted under articles 159 (“Fraud”) and 286 (“Excess of powers of office”) the criminal code of Russia. Defendants in criminal cases began acting Minister of construction and housing area, two of his predecessors, former Deputy regional Minister of construction and housing, head of the municipal education “Astrakhan SEL”, head of Department on work with the population of administration of the Kirov area of Astrakhan, the former head of Department on work with the population of administration of the Soviet district of Astrakhan, two entrepreneurs involved in the construction business.

Also under investigation were the former head of the Narimanov district of the region, a former employee of the construction supervision region, head of Department of technical supervision of management of capital construction of administration of Astrakhan, the Deputy head of the administration of Kamyzyaksky district.

According to investigators, from 2015 the current and two former Ministers illegally granted a non-commercial organization “Fund for capital repairs of apartment houses in the Astrakhan region” funds in the form of subsidies from the regional budget to pay for the services of a commercial organization “Social guarantees”. The damage is estimated at 47 million rubles.

According to TFR, the Astrakhan officials and businessmen in the framework of the program of resettlement of citizens from emergency housing Fund has signed the documents, although it knew that the construction of apartment buildings not fully completed.

Criminal proceedings were instituted on the basis of verification of the Prosecutor General’s office, which asked the Governor of the Astrakhan region Igor Babushkin, notes owned by Grigory Berezkin RBC. According to him, 80 percent of the buildings in the historic centre of Astrakhan were recognized as old.
