According to one of the authors of the initiative of Vasily Piskareva, restrictions may enter, if in respect of the former employee of special services “there is a danger of hostile actions by state bodies of foreign countries.” Some of them are detained and prosecuted just for the fact of his service in the FSB. “Therefore, we must take measures to protect them,” said Piskarev. Restrictions can be imposed for up to five years, he added.

In February, academician Georgy Georgiev proposed to restrict the free emigration of young Russian scientists, the specialty of which there is a demand in other countries. In his opinion, this will help to reduce the outflow of talented youth abroad.
