The foreign Ministry of Ukraine believes that the exchange of the detained in Russia Ukrainian sailors should not rise. This was stated by Deputy Minister Elena zerkal in an interview ZN.UA.

In her words, “sailors just have to return to Ukraine”. Called exchange method of their return, trying to use the Ukrainian foreign Ministry, which she considers “a priori wrong.” So she reacted to the proposal of the Ukrainian Ombudsman for human rights, Lyudmila Denisova, calling it “espionage format”. “The bridge was taken and exchanged. But it overlaps and the legal aspect: if the exchange, then when?” — said zerkal.

She believes that if Kiev will wait for the verdict of the Russian court, the sailors will stay in prison another year and a half. In her opinion, exchanges and other “parallel tracks” only able to prevent the return of the sailors.

At the same time the mirror said that it is ready to use any tools that sailors will return home. She also admitted that the chances of the Ukrainians return home before the parliamentary elections of July 21, very little.

The question of exchange of detainees has become one of the telephone conversations of Russian President Vladimir Putin and his Ukrainian counterpart Vladimir Zelensky. The conversation took place on 11 July at the initiative of Kyiv.

Commissioners for human rights in Russia and Ukraine, Tatyana Moskalkova and Lyudmila Denisova exchanged lists of Ukrainians and Russians, who is in jail and prisons in the two countries. Prior to that, head of the Office of the President of Ukraine Vadim pristayko said that Moscow and Kiev plan to exchange a certain number of detained persons during the month.

Currently in Russia are under investigation 24 Ukrainian servicemen (22 seafarers and two security officers), who were detained along with three ships in the incident in the Kerch Strait in November 2018. They are accused of illegal crossing of the Russian border in an organized group. Kiev considers its citizens and prisoners of war needs to return to Ukraine, a similar verdict in may issued a UN international Tribunal on law of the sea. Moscow believes that the issue is outside the jurisdiction of this court, and insists that the fate of the sailors must decide the investigation and trial in Russia.

On last July 17 the session of the Lefortovo court of Moscow has decided to extend the arrest of the detained Ukrainians to 24 October.
