The Russian government has approved a bill to create a portal that will store information about all the citizens of the country. This was reported on the website of the Cabinet of Ministers.
The government explained that there was a need for “the establishment of a system of accounting information, ensuring their accuracy and consistency”. It will be aimed at improving the control of calculation and payment of insurance premiums on accounts.
Information about individuals will receive from other state and municipal resources, the data about one person will be combined into one record. To shape and fill site will be the Federal tax service.
It is expected that the law will increase the efficiency and quality of solutions in the field of state and municipal management, as well as openness and transparency of the system. It is argued that citizens will be able to know what their data is from the state.
Earlier Russia proposed to allow the use of information about citizens without their consent, which can lead to the development of the market of Big Data. In the Federation Council noted that the depersonalization does not allow to determine the involvement of the data to third parties.
