The current system of tariffs for garbage removal does not stimulate operators to extracting secondary raw materials, but rather makes it more advantageous to his burial in the ground. Writes about this family-owned Demyan Kudryavtsev, the newspaper “Vedomosti”, citing a study by law firm Lecap and interviewed market participants.
As explained by the company, is now the operator actually earns only on the tariff for garbage removal, and he has a small yield. According to current rules he do not get profit from the sale of recyclables, because the revenues from this are deducted from gross revenues.
The fare is deducted even not actually received the income from the sale of recyclables, and the projected amount. For example, the regulator estimates the cost of removal and disposal of debris a cubic meter of 450 rubles, and the potentially feasible recycled — 50 rubles, then he lowers the rate to 400 rubles.
If the company decides not to send recyclables for recycling that it would be good for the environment, and to bury it with other waste, may ask the regulator to increase the tariff. This makes disposal more favorable.
Experts note that the method of calculation of predictive deduction should be made more transparent.
