The Russians wanted to take away anonymity in email

In the state Duma introduced a bill banning anonymous email, according to the website of the lower house of Parliament.

The draft document States that identification of users, sending e-mails will be scheduled by phone number, on the basis of the agreement concluded by the organizer of the e-mail service with a mobile operator. In Russia have adopted similar legislation relating to the identification of users of instant messengers.

Under the project, the user’s access to electronic communications that contain the prohibited for distribution in Russia, the information should be blocked within a day of receipt of requirements from the authorities.

The organizers of the e-mail service will be required to store the identification information of the subscriber number of the user e-mail only on the territory of Russia. The introduction of the measures planned in 2020.

The explanatory Memorandum stated that the bill “will significantly reduce the number of false terrorist messages distributed through e-mail services”.

The authors are senators Andrei Klishas, Alexander Bashkin, Lyudmila Bokova and Alexander Karlin. Klishas and Bokova made earlier by the initiators of the law on safe Internet, which should enter into force on 1 November 2019.
