ExxonMobil Russia asked the Russian government to eliminate administrative barriers, in particular, it is possible to use for seismic work and drilling vessels under foreign flag. This is stated in the letter head of the company Glenn Waller addressed the Deputy Prime Minister Maxim Akimov, the newspaper “Kommersant”.
In American companies believe that the current from 2018 edition of the Code of trading navigation (KTM) threatens to disrupt the timing of the implementation of oil and gas project “Sakhalin-1”. And since the project is being implemented on production-sharing terms, it threatens Russia’s multi-million dollar costs. According to the code, for work on the continental shelf of Russia is prohibited to use foreign floating installations and ships under a foreign flag. Waller indicates that these Russian ships is not enough and therefore asks to make changes to the KTM.
The head of the company said that the Russian transport Ministry has prepared amendments and submitted them to the government office. The office the newspaper said that the purpose of the bill is to specify the powers of the government “on determination of cases and procedure of bringing the vessels under a foreign flag if it is impossible for one reason or another these projects by ships under the Russian flag”.

However, these initiatives are not implemented due to disputes in the government about the modes of investment support.
