The Central Bank has responded to the threat of large Russian retailers to refuse to participate in the System fast payments (SBP) due to the high commissions for acquiring and decided to reduce it. The Commission in supermarkets, clothing stores and household appliances will not be in the range from 0.2 to 0.7 percent of paid-up SBP through purchases of goods and services, but only 0.4 percent. Writes about this TASS with reference to the press service of the regulator.
The Central Bank said that this rate is significantly below the applicable fees for acquiring. Now for clothing stores and appliance it is 1-2. 5 per cent for supermarkets — 0.5-1.5 percent.
In may, the Central Bank discussed rate at 0.4 per cent of the amount paid for accepting payment via QR codes. However, in July the regulator said that the Commission could reach 0.2-0.7 percent of the total. This caused discontent among the retailers that have considered the prices too high.
As it became known on 25 July, the largest Russian network of SBP threatened a boycott, stating that they would not invest in the promotion of the system at a rate greater than 0.4 percent. In their view, if the regulator range of the fee the banks will adhere to its upper limit. That does not work for retailers because the largest of them current rate below this level.
The Bank of Russia has launched a faster payments System in February 2019. Now it is connected to 14 banks, and another 100 have applied. In the first stage, the system allows individuals to instantly transfer money by phone number of yourself or other people in the banks connected to it. In the second half of the year should appear in the function of transfer of funds in favour of legal entities, for example, for goods and services. In particular, it will be transferred with the use of QR codes.
