Russia has proposed to prohibit foreigners from owning Internet companies

In the state Duma a bill about the definition of a significant information resource in Runet and conditions with which it must comply. Author — the Deputy from “United Russia”, member of the Committee on information policy, it and communications Anton Gorelkin, according to the website of the lower house of the Russian Parliament.

Under significant resource Gorelkin proposed to understand “some of the services that active users” in Russia and collect data on them.

The bill also defines foreign ownership of information resources relevant to an information infrastructure of Russia. It is proposed to limit them to no greater than 20 percent. The main owner can only be a Russian citizen or a Russian legal entity. Failure to do so will be punished by a ban on advertising of the resource and the sale of advertising on the resource.

The decision whether a particular site important, will take a government Commission, the proposal in this area. The Agency will form their proposals on the basis of attendance, Postings and “expected effect on the development in Russia of information and communication infrastructure”.

It is planned to create two lists: a list of important resources and a list of resources, “the owners of which do not comply with the requirements of Federal law.” Both will lead Roskomnadzor and publish them on your website.

Thus a database of important sites will have to be in Russia. In the explanatory Memorandum stated that it is necessary for the protection of personal data of Russians.
