The OSCE has accused Ukraine of language discrimination

Modern language policy of the Ukrainian state contains elements of discrimination against national minorities. Such statement in interview to the newspaper “Izvestia” were made by the Commissioner of nationsrent of the Organization for security and cooperation in Europe (OSCE) Lamberto Zannier.

Zannier believes that Ukraine “in relation to different ethnic minorities is unequal policy, and it introduces elements of discrimination.” Commenting on the newly enacted law on the state language, he pointed out that there is nothing about the protection of languages other than Ukrainian. The politician said that working with the Ministry of culture of the country to make changes that will take into account “including the role of the Russian language”.

In addition, said the Commissioner, the implementation of the new rules is not ensured by incentives and rewards, and firmly, through punishment. Another of his claim to the Ukrainian legislation was that the language law was created without consultations with the national minorities.

According to Zannier, all these questions he’s going to discuss with the Ukrainian authorities during the next trip to the country.

The law “On ensuring the functioning of the Ukrainian language as the state” entered into force on 16 July. The law stipulates that the Ukrainian language is compulsory for public authorities and local governments, educational institutions, hospitals and service sectors. On it are obliged to speak in court, the army, law enforcement, advertising, during election campaigns and referendums.

June 16, expressed concern about the law and in other international organizations: Deputy UN Secretary-General for political Affairs rosemary Di Carlo has said that he should reconsider with the purpose of caring for the linguistic rights of national minorities.
