Putin refused to offer administrative Amnesty

The Council on human rights under the President of Russia (HRC) has revealed the details of a possible Amnesty on the occasion of the 75th anniversary of Victory in the great Patriotic war. About it RIA Novosti said the head of the Council Mikhail Fedotov.

According to him, the decision to initiate the Amnesty adopted in April. Currently, the HRC discusses the two alternatives of Amnesty. After the Council members select the most appropriate version and then modify it, the document will be submitted to the President of Russia Vladimir Putin.

“One can say with certainty: we will not, unlike in previous years, to offer to Supplement ordinary administrative Amnesty by the Amnesty”, — said Fedotov. This is due to the fact that Russia is working on a new Code of administrative offences, therefore, the HRC should focus on the inclusion of the General rules concerning administrative Amnesty that will make it easier to ad in the future.

In 2017, the HRC suggested to hold in Russia, the administrative Amnesty, timed to the centenary of the October revolution. According to the authors ideas, a pardon can ease the lives of millions of citizens: the drivers deprived of the rights of Russians, committed economic crimes, violators of the immigration regime and the rules of holding rallies.

In April 2015 it was announced the presidential Amnesty in honor of the 70th anniversary of Victory in the great Patriotic war. Under it, in particular, were citizens, for the first time convicted for intentional crimes of small and average gravity and with merits to the country.
