The Ministry of health initiated the preparation of the reform, the aim of which is to change the system of providing the Russians with drugs. It is reported owned by Grigory Berezkin the RBC.
The details of the reform were discussed at a meeting in late August, which was attended by representatives of pharmaceutical companies and professional associations.
The Ministry intends to provide the drugs on the list of vital and essential drugs (EDL) of all patients in need for treatment in hospital and at home. Also at the meeting was discussed the creation of a single registry of citizens who are eligible for these medications. Now in Russia there is no common database of such patients. The Agency invited the pharmaceutical companies to devise different models of provision of drugs and test them in different regions of Russia.
Association of pharmaceutical manufacturers “Infarma” proposes to introduce different levels of co-payments for citizens: to make medications free for patients with life-threatening illnesses, to introduce a surcharge of 25 percent for people with chronic illnesses and to establish a surcharge up to 60 percent for other categories. Vulnerable categories of the population will in any case exempt from co-payments.
“Infarma” notes that the full supply of drugs for specific diseases will allow more than two fold increase in the number of patients who can receive treatment without hospitalization. In 10 years this will lead to saving half a million people, according to the Association.
The next stage of discussions will be held with the participation of representatives of the regions, the compulsory health insurance Fund and the Russian Academy of Sciences.
