The Commissioner for human rights in Russia Tatiana Moskalkova proposed to conclude an agreement between Moscow and Kiev, which allows for parity to stop the prosecution in respect of the citizens of both countries. The statement of the Ombudsman published on its official website.
She added that last September 7 procedure of exchange of prisoners should be part of a systematic programme of action to de-escalate the conflict, normalization of relations between Russia and Ukraine and stabilize the situation in the Donbass. “It is important to conduct extensive outreach on guarantees of rights of citizens participating in return to prevent their further criminal prosecution,” — said Moskalkova.
According to the Ombudsman, it is necessary to continue the exchange of prisoners, as in the places of detention in Ukraine remain a lot of Russian citizens in need of assistance and protection of human rights.
The exchange of prisoners between Russia and Ukraine was held on Saturday, September 7, according to the formula “35 on 35”. In Moscow, in particular, went to the chief editor of the portal “RIA Novosti Ukraine” Kirill Vyshinsky and the former commander of the air defense of the self-proclaimed Donetsk national Republic Vladimir tzemach.
