The development of market rental housing in Russia will require changes at the level of regulation of employment contracts. On Wednesday, September 11, in a live program “Dialogue” on the channel “Russia 24” said Russian Prime Minister Dmitry Medvedev.
“For the development of rental housing market you need three conditions. The first is proper regulation. We need to make some changes in the regulation of the rental agreement, because most of our housing legislation has been focused on the social contract of employment or relationship associated with the property for housing,” — said the head of government.
Medvedev added that the development of housing and of employment will be required “to provide the opportunity for the implementation of the project” shaping the market for commercial rental housing. The Prime Minister stressed that another condition for the emergence of such a market should be according to the rates of rent income of Russians.
“This is, without a doubt, the income, which allow people to rent housing. Because rental housing costs money, and it is not social rent, here all should be clear legal framework,” — said Medvedev.
According to the head of the government, at the present time in Russia in the lease is about 10 percent of the housing stock.
Informed about the importance of development of market rental housing in the country, he oversees the construction industry, Vice-Premier Vitaly Mutko. According to him, the rental industry in Russia is undervalued, and such housing construction is not enough. The construction of social rental housing that can be affordable to young families, social workers and law enforcement officers, according to Mutko, will be included in the national project “Housing and the urban environment”.
