Prime Minister Dmitry Medvedev explained why it is impossible to distribute the money to all the Russians with incomes less than the subsistence minimum. He told about it on Wednesday, September 11, in the program “Dialogue” on TV channel “Russia 24”.

“The fact is that if you just give [the money], then we will likely will help, first, to those who particularly do not need help, but on the other hand, those who are in need of assistance will receive very little”, — he told about opportunities to give money to all the Russians, who, according to Rosstat, have an income less than the subsistence minimum.

According to the head of the government, an abstract of the situation of poverty does not happen in every specific case has its own set of problems. “Therefore, we always proceed from the assumption that assistance, support to people with low incomes, should be absolutely targeted,” — said Medvedev.

In July it was reported that according to Rosstat, the level of poverty in Russia in the first quarter of 2019 has increased from 13.9 to 14.3 percent, or half a million people. Below the subsistence minimum income was 20.9 million Russians. Rosstat is explained by the fact that the cost of living is increasing faster than inflation. In particular, the subsistence minimum increased by 7.2 percent and the consumer price index by 5.2 percent.
