In the regions of Russia due to problems with the procurement ends with the most important medication for HIV-positive patients lamivudine. It is reported RIA Novosti on Monday, September 16.

According to the Agency, within the last six months, the suppliers of the drug failed to enter the auctions of the Ministry of health for purchase of drugs for low prices. The fourth time the cost of the drug trading have declined, but now suppliers of lamivudine might not be able to meet the deadline in 11 regions of the stocks of medicines are running out by the end of September, and in the Russian drugstores it is almost gone. In 19 regions of lamivudine will last until mid-October, some until the end of the year.

It is clarified that the drug needs more than a million people. Now it is almost impossible to get to. “My husband went on a business trip to Perm and didn’t bring drugs forgot. The pills themselves are cheap, worth little more than 300 rubles, but he went to all pharmacies of the city, and to buy even one pack failed. In the end we had to send the medicine by courier from Moscow”, —told the Agency Svetlana Bortnikova. She and her husband are living with HIV. She said that if you do not take lamivudine, over time, lost the efficiency of all other drugs — they will cease to contain the virus.

“Lack of preparation results in incomplete treatment regimens, and this has a negative impact on the effectiveness of therapy. Subsequently, this may lead to progression of the disease, which is at odds with the “Strategy of combating the spread of HIV in Russia””, — quotes Agency the text of the appeal of the public movement “Patient control” to the Russian government.

On 1 August it was reported that the situation with the procurement of the drug against HIV called lamivudine in Russia was close to critical.

Later it became known that the cause of the breakdowns of the purchases could become the new policy of the Ministry of health, according to which the state must appoint the initial maximum price contract (MSPC), which may not be exceeded during the bidding. It is determined by a fairly complex scheme, involving several components. The customer should focus on the average price for similar purchases over the past year, and special the reference price, which is automatically calculated according to the formula and is recorded in the unified information system (UIS).
