Russia and Belarus intend to create uniform Tax and Civil codes, the foreign trade regime, and to harmonize the account ownership by 2021. With the program of economic integration reviewed “Kommersant”.
In addition, the countries plan to establish a unified social security, merge banking supervision (however it will work with two Central banks), to create a single regulator of oil markets, gas and electricity and government regulation of industries. The project “Programme of action of Belarus and the Russian Federation on the implementation of the provisions of the Treaty on establishing the Union state” was agreed with minor changes on 6 September the Prime Ministers of Russia and Belarus Dmitry Medvedev and Sergei Rumas.
The publication notes that “with the implementation of the plan by 2021, we are talking about the absorption of strongly nationalized economy of Russia is almost entirely the state of the economy of Belarus at the management level”, as Russia’s GDP is 29 times greater than the GDP of Belarus.

The Treaty establishing the Union state of Russia and Belarus was signed in December 1999, in 2000 it came into force. The document envisages the formation of a single political, economic, military, customs, currency, legal, humanitarian and cultural space.
