In Russia in 2020 will start the reform in the field of public administration. About the Agency RIA Novosti said the first Deputy Finance Minister Tatyana Nesterenko.
According to her, in the reform of a few years there will be a major reduction in the number of civil servants. Those who remain will increase wages. If to refuse the cuts, salaries will continue to be indexed for inflation, and to increase the salaries of all officials up to the competitive level from the budget annually will leak additional 100 billion rubles, said Nesterenko.
The Deputy Minister explained that the savings is not the objective of the reform. The second phase is the structural improvement of the state apparatus and territorial bodies of ministries and departments will be enlarged and transformed into branches. They will be abolished units engaged in the decision of questions of organizational, information, documentary, financial, economic, administrative support activities
The Ministry of Finance in March 2019 spoke about the need to cut every tenth Federal officials, and 15 percent regional. However, in recent years their numbers grew. So, in 2017, it increased by 1.2 percent compared to 2016 and exceeded two million people.
In addition, the Finance Ministry is unhappy that due to the crushing of the powers of the departments the flexibility of the system of public administration is declining, costs are rising, and the number of civil servants multiplied.
