Russia has proposed to toughen the penalties for evasion of payment of alimony. About it reported in a press-service of the Ministry of justice.
Amendments are planned to introduce in article 157 of the criminal code (“Failure to pay means for the maintenance of children or disabled parents”). Under current law, liability for failure to pay child support can only come through repeated evasion of payment of alimony.
However, according to the Ministry, many debtors pay child support regularly, and the benefit substantially lower than that imposed by a court decision. In this case, the institution of such proceedings can refuse. “The bill is aimed at excluding this possibility of evasion from criminal liability. (…) [It] will also help to improve the efficiency and quality of enforcement of judicial acts”, — stated in the Ministry of justice.
In June, Commissioner for human rights Tatyana Moskalkova said that Russia could collect child support less than seven percent of judgments because of the “systemic nature of the problem.” In 2018 of completed and terminated enforcement proceedings for the recovery of alimony was in fact executed only 50 thousand 733 thousand.
