Russian dairy producers have asked the government to help with manure

Milk producers have asked the government to soften the requirements for handling of manure needed to fertilize land, which are grown to feed cows, says family-owned Demyan Kudryavtsev, the newspaper “Vedomosti”.

According to the newspaper, the national Union of milk producers (“Soyuzmoloko”), which brings together leading market participants, has sent the government proposals in the framework of the “regulatory guillotine”. In particular, milk producers ask the authorities the permission to soften the requirements for manure management. As it relates to waste, it is necessary to execute documents and to obtain a license to abuse. Thus, according to the organization, most of the dairy farmers use manure for their own use as a fertilizer of the soil on which are grown to feed cows. Thus, the manure usually leaves the economy, which have been produced, and does not pollute the environment.

Also, the organization asked to change the category dairies in terms of impact on the environment. Now they are among the most harmful the first and second categories, and therefore are obliged to observe a number of requirements for technical equipment, incurring additional unreasonable costs. Thus, according to the manufacturers, in reality, produced plants, the emissions correspond to lower categories.

Another proposal is to mitigate the requirements for digital product labeling, which will become mandatory from next summer. According to the farmers, the implementation of equipment will have to spend about 25 billion rubles, which will lead to a rise in price of the final product.

The mechanism of “regulatory guillotine” was launched in the beginning of the year at the initiative of Prime Minister Dmitry Medvedev with the aim of actualization of law in the framework of business requirements. It is assumed that each branch and Department will develop amendments to the current rules, and in the future, new regulations will be regularly tested for feasibility. The current rules must be specially approved otherwise they will be cancelled.
