Employees of foreign mass media writing on socio-political themes can be recognized as foreign agents. This was stated by the head of the Duma Committee on information policy, information technologies and communications Leonid Levin, RIA Novosti reported.
The Committee recommended that the bill further regulating the foreign media in the second reading, reports TASS. According to Levin, the bill received 10 amendments.
Now it States that the Ministry of justice will keep a register of the media, acting as a foreign agent. There are now States that a natural person or a Russian legal entity may be recognized as a foreign agent, “if it cooperates with foreign media, perform the functions of infoagent”. Levin added that the law will not be used against bloggers and Russian journalists.
The MP stressed that in this way Moscow is responsible for the actions against the Russian media abroad. According to him, the draft law — the adoption of a reflex action that already exist abroad that Russia had the opportunity to “response to such actions abroad.”
In November 2017 in Russia adopted a bill to equate the media to the foreign agent if it receives funding from abroad. In relation to the media-registered as foreign agents began to operate restrictions and obligations provided for non-profit organizations (NPOs). Then the amendments introduced as a response to the requirement of the US authorities to register RT America as a foreign agent.
In the current legislation of foreign media registered as a foreign agent can be regarded only as a foreign legal entity or other foreign entity. About individuals, the law does not say.
