The main reasons for the high death rate on Russian roads are shortcomings in the education of drivers and pedestrians, driving under the influence, the use of phones behind the wheel and lack of active prosecution of offenders. This was stated by the special envoy of the UN Secretary-General for road safety, Jean Todt, reports RIA Novosti.
