The Ministry of internal Affairs of Russia has developed a bill toughening rules of passing the driving exams and obtain medical references. Relevant document published on the portal of projects of normative acts.
Under the bill, if the driver upon inspection will be found a disease that is incompatible with driving, the information will appear in the medical information system. Then the driver will be given a month to complete an “emergency compulsory medical examination”. If he does not, or if the disease is confirmed, the certificate will be cancelled and will be grounds for termination of rights.
The document notes that all data on the health of drivers, traffic police will be able to get through the database of the Ministry of health.
In addition, the interior Ministry has proposed to replace paper electronic certificate, which will endorse enhanced electronic signature.
In February it was reported that the traffic police are counting on the introduction of electronic rights from 2020. Chernikov noted that electronic documents will help to deal with fake driving licenses, and also exclude the cases where several drivers with a similar appearance will enjoy the same rights. Citizens rejection of paper rights will also be beneficial because it will not necessarily carry with them the rights or the registration certificate of the car.
