In January-October 2019 bailiffs received 23.4 complaints against collectors levied in arrears. This was reported by “Izvestia”, citing data of the Federal service of court bailiffs (FSSP).
According to the publication, these figures are 35 percent higher than the data for 10 months of 2018 (17,4 thousands of requests). Most Russians are misleading when the obsessive collectors calling and sending messages (31%), including friends of the debtors (8 percent). They also complain about the disclosure of personal data (17%) and psychological pressure (8 percent).
The most rigid methods of work used by microfinance organizations and companies that are not included in the register of collectors, write “Izvestia”. The total amount of fines that the courts appointed for violations of the law on sewers in the ten months of 2019 increased by 48.5 percent to 91.9 million rubles.
In the Federal bailiff service explained that the number of complaints has grown thanks to inform about this possibility. It is also due to the fact that for repeated violations, the judges began to impose a more severe punishment. By law, for legal entities provides for fines from 20 thousand to two million rubles.
Earlier, the head of the Duma Committee on financial market Anatoly Aksakov has told that collectors will lose access to debt for housing and communal services (HCS). Since the summer of 2019 collectors were deprived of the right to buy the debt of citizens for utility payments, however, as he wrote “Izvestia”, the claimants go around the prohibition through the Agency agreement without the assignment of rights of claim and a fixed percentage of the returned money.
