The Minister of foreign Affairs of Ukraine Vadim pristayko said that the adoption of the “formula Steinmeier” does not mean the holding of elections in Donbas. He stated this in an interview with Bild, the translation of which is published on the official website of the Embassy of Ukraine in Germany.
Pristayko argues that, ideally, elections should be held simultaneously with local elections in the autumn. According to him, the Ukrainian authorities are “not naive” and you know who will be nominated for election at uncontrolled territories of Kiev.
The foreign Minister said that if the elections in Donbass will not take place this year, the country should seek an alternative to the Minsk agreements. However, according to him, Ukraine is not going to withdraw from the Minsk negotiation process.
Pristayko fears the emergence of a frozen conflict in Donbass, but I am sure that this scenario is preferable to the full-scale resumption of hostilities.
“Formula Steinmeier” is a document that defines a mechanism for securing special status of Donbass and Amnesty and the holding of elections on uncontrollable Kiev territories. The granting of special status to the breakaway Donetsk and Lugansk national republics (DND and LNR) on a regular basis spelled out in paragraph 11 of the Minsk agreement and under the Protocol shall be implemented after the withdrawal of weapons from the conflict zone, restoration of socio-economic relations of the region with the rest of Ukraine and the exchange of prisoners. Special status implies cultural and linguistic autonomy, Amnesty and expanded powers for local government representatives.
