The Chairman of the accounts chamber Alexey Kudrin has urged to abandon the changes of the tax to incomes of physical persons (pit) for fighting poverty and instead handing out money in the form of targeted subsidies, reports “Interfax”.
He noted that he welcomes any reduction in taxation, but to the support of the poor citizens is irrelevant. According to Kudrin, in the first place in the list of people with very low incomes are families with children, where the parents either do not have sufficient wages, or for one reason or another can’t work.
Thus, he added, the abolition of personal income tax will not allow the poor to increase their income and pass unnoticed for them. “I would have seen today more effective tools grants on the basis of yield per capita in the family”, — explained the head of the audit chamber.
Earlier, a group of deputies proposed to exempt from income tax citizens whose income is less than twice the minimum wage (SMIC). From 1 January the minimum wage is set at 12 130 rubles, so the offer applies to those who receive less than 24 260 rubles a month. In the explanatory Memorandum it was noted that in 2019 the number of poor in Russia increased compared to the same period in 2018, so you need to take action.
Before this idea called positive for the country’s economy the Minister of economic development of Russia Maxim Oreshkin. Prime Minister Dmitry Medvedev, in turn, suggested that the changes not everyone will like it. Since many people subjectively consider themselves poor may resent that their taxes kept.
