Russian President Vladimir Putin has decided to share with the Council of the Federation powers in the appointment of heads of power departments. He stated this during his annual address to the Federal Assembly. His broadcast led to YouTube channel “Russia 24”.
The Russian leader said that the country, owing to “the vast territory, complicated national-territorial structure and diversity of cultural and historical traditions” can not develop normally in the form of a parliamentary Republic, and must remain a presidential Republic. Therefore, despite the desire to expand the powers of the state Duma, the head of state will be assigned to a key decision.
In particular, the Russian leader will reserve the right to determine the priorities of the government, dismissed the Prime Minister, Deputy Prime Ministers and Ministers and to supervise law enforcement. The appointment of heads of law enforcement agencies, Putin proposed to nominate, in agreement with the upper house of the Federal Assembly. This principle can be applied to regional prosecutors, he said.
Earlier the President proposed to instruct the state Duma approval of the Prime Minister, Deputy Prime Ministers and all Ministers. The President will not have the right to disagree with Parliament, Putin said, speaking about the adoption of possible amendments to the Constitution.
