Russia has proposed to introduce private bailiffs to help businesses

Russian authorities will develop the idea of introducing private bailiffs for debt recovery in favor of business. This is stated in the review of budget expenditures on the implementation of the functions and powers of the Federal bailiff service (FSSP) prepared by the Ministry of Finance.

It is assumed that the first stage of the private bailiffs will be engaged in the action in favor of legal entities, and the Federal bailiff service — in favor of state bodies and individuals.

The review said that Russia already has experience of introduction of private enforcement in the state system of compulsory enforcement. For example, collecting organizations and institutions of private investigation. However, these institutions for “lack of development” are unable to fully provide the necessary result, according to a survey.

In November it was reported that the Ministry of justice and the Federal bailiff service has prepared a bill, under which bailiffs can gain full access to the credit histories of Russians. This initiative aims to combat the abuse of collectors.
