Proposed by Russian President Vladimir Putin amendments to the Constitution are a kind of fixing the result achieved by the head of state. Thus the Director of the Institute of the newest States Alexey Martynov explained the need for change, reports RNS.
According to him, today there are all reasons and possibilities to make the system more flexible and open to every citizen. Martynov noted that the existing Foundation we begin to build the state that we want to see. “In this sense, participation is open to all citizens,” he added.
Putin delivered a message to the Federal Assembly on 15 January. In it he, in particular, proposed to abolish the precedence of international law over Russian law where it is inconsistent with the Constitution and also to amend the local authorities. In addition, the President intends to enshrine in the Constitution the role of the state Council.
Later, the head of state explained that the amendments do not affect the fundamental basis of the Constitution. According to him, for they need not only professional knowledge, but also political and life experience.
