The President of Russia Vladimir Putin submitted to the state Duma a bill establishing the position of Deputy Chairman of the Russian security Council, reports RIA Novosti with reference to the database of the lower house of Parliament.
“The draft law stipulates the introduction of the post of Deputy Chairman of the security Council of the Russian Federation”, — reported in the explanatory note.
Earlier, the head of the Federation Council Committee on constitutional legislation and state construction Andrey Klishas has informed that Vladimir Putin did not rule out discussion of further amendments to the Constitution, except those which were announced during the address to the Federal Assembly on 15 January.
January 15, Dmitry Medvedev reported to President Vladimir Putin on the resignation of the government as a whole. Putin agreed and appointed a new Prime Minister the head of Federal tax service (FNS) Michael mishustina. Medvedev offered the post of Deputy Chairman of the security Council is to work in the field of defence and security.
Putin delivered a message to the Federal Assembly on 15 January. In it he, in particular, proposed to abolish the precedence of international law over Russian law where it is inconsistent with the Constitution and also to amend the local authorities. In addition, the President intends to enshrine in the Constitution the role of the state Council.
