Russia should carry out a new tax reform, which will relate primarily to income tax for individuals. a proposal in the panel discussion “Trust as a factor and a tool for economic development” in the framework of the Gaidar forum at Ranepa was expressed by the Dean of the economic faculty of Moscow state University Alexander Auzan, the correspondent “Tapes.ru”.
“In my opinion — an economist’s perspective, the Parliament is only needed in order to apportion the taxes of the population. Although people often don’t understand. Who controls the taxes — they just do not understand,” said Auzan.
According to him, changes must relate to the tax on personal income. “personal income tax should be transferred from the company to the person, to he paid where he lives, at the municipal level. I understand that Moscow and St. Petersburg will not like it, but what to do,” said the economist. He also reminded that currently the overall tax burden on incomes is 50 percent, “Higher than in America, albeit lower than in Scandinavia. Let people vote on taxes,” concluded Auzan.
Earlier on Thursday, January 16, the candidate for the post of Prime Minister of Russia Mikhail Mishustin responded to the idea of introducing in the country the so-called tax on the rich. According to him, at the moment, the transition to a progressive tax inefficient and irrelevant.
