The Ukrainian authorities have called the new condition for the implementation of the Minsk agreements. The Ukrainian side insists that local elections in the Donbas can be held only after returning to the region, all internally displaced persons and refugees.
“The international experience of holding elections in post-conflict territories revealed that premature elections and/or inadequate preparation not only does not contribute to reconciliation and reintegration, but can also provoke a resumption of hostilities,” wrote olifer.
On 7 January the Minister of foreign Affairs of Ukraine Vadim pristayko said that Kiev will abandon the Minsk agreements in the event that if in 2020 on the uncontrolled Ukrainian authorities territories of Donbass will not be an election. According to him, the reason can also be lasting too long breeding troops.

In February 2015 the leaders of Germany, France, Ukraine and Russia agreed on a document known as Minsk agreement. It was also signed by representatives of the OSCE and the breakaway Donetsk and Lugansk national republics. According to the agreement, the warring parties in the Donbass obliged to cease hostilities. Kiev has pledged to carry out political reforms and to grant the region special status.
