The working group on preparation of amendments to the Constitution will be to discuss amendments to the basic law within the framework of chapters three through eight. This was told by her co-Chairman, the head of the Duma Committee on state construction and legislation Pavel Krasheninnikov, reports TASS on Friday, January 17.
“The first and the second Chapter of the firm”, — he stressed, adding that the same applies to the ninth Chapter, “which also may be changed only by referendum”.
The day before, January 16, the President of Russia Vladimir Putin has promised that the first two, the most important chapters of the Constitution “foundations of constitutional order” and “the Rights and freedoms of man and citizen” — will not change. At the same time, in the First Chapter says about the priority of international law over national.
Speaking to the Federal Assembly on January 15, Putin proposed to make the Constitution changes, which will ensure their priority over international law. The President explained that the requirements of international law and treaties will be in effect in Russia only in the part which does not contradict the Constitution.
