Russian President Vladimir Putin not to sign the law on amendments to the Constitution, if he will speak to Russian citizens. The head of state called the condition of refusal to accept amendments of the basic law meeting with representatives of the public, reports “Interfax”.
According to the President, it is necessary that the Russians came in droves and expressed their position. “Only after people have their say, I will sign or will not sign,” — said Putin.
The presidential bill on amendments to the Constitution were made in January in the state Duma and approved it on first reading. It is expected that the document will be adopted by the deputies in February, while already in the spring, tentatively in April, a planned nationwide vote, the results of which, as assured in the Kremlin, can influence the final decision of adjustments in the basic law.
President Vladimir Putin announced a plan to change the Constitution in the address to the Federal Assembly on 15 January. According to journalists and political analysts, the reform may actually strengthen all the institutions of power of Russia and to help Putin to retain power after presidential term in 2024.
