The tax increase for the rich Russians will not solve the issue of social justice because the proceeds are too small. Has found no justification for such a proposal the head of the analytical Department of the Federal tax service (FTS) of Russia Valery Zasko, reports owned by Grigory Berezkin the RBC.
According to him, the increase will bring “nothing” — no more than tens of billions of rubles of additional income. He acknowledged that as a publicity stunt the increase of the rate would look correct but in reality work can’t.
Thus the initiative on the introduction of non-taxable minimum tax for people with low incomes will lead to significantly greater losses in the budget. Zasko appreciated the waiver of tax for citizens with income at the level of the minimum wage (the minimum wage at the moment is 12 130 rubles) to 1.2 trillion rubles.
The reason for such a situation, the official called “very low” income level of the majority of citizens of Russia. So, 93 percent of the working population in 2019 received no more than a million rubles, and almost 65% had an annual income from 114 thousand to one million rubles. Only 6.9 percent were able to obtain wages above one million rubles. Thus, said Zasko, any game with a tax rate are “non-constructive”.
“Need to grow the overall economy, wages, incomes, and we must combat the shadow economy, and then we can talk about a differentiated rate,” he said. Also the representative of the FNS was reminded that the Russians can not imagine how taxes are paid, so any changes to the country engulf the shaft of the additional tax assessments and penalties that will negatively affect the system as a whole.
Previously against the tax on wealthy Russians have made Prime Minister before ten years head of the FTS Mikhail Mishustin. He pointed out that this measure is ineffective and irrelevant. The Minister of Finance Anton Siluanov assumed that the introduction of progressive rates complicate tax administration and weaken their collection.
