The Central Bank denied the security forces in providing access to data, which contain banking secrecy. About it writes “Interfax” with reference to the press service of the regulator.
Offer to facilitate police access to Bank data of Russians came to the head of the regulator Elvira Nabiullina from the Minister of internal Affairs Vladimir Kolokoltseva. According to him, policemen are necessary for effectively combating crimes of information is too slow.
As a result of the Russian banks time to withdraw money, which leads to a loss of depositors and ultimately the state. The interior Ministry has prepared proposals on amending legislation to bridge the gap, and is working on an updated version of the draft joint regulator with the agreement on information interaction.
However, the Bank of Russia stated that it opposed the new proposals of the Ministry of internal Affairs. The regulator noted that in identifying the signs of illegal actions of banks and so promptly inform law enforcement. The work is carried out in accordance with the current procedure of information cooperation. But the security forces did not always promptly initiate criminal cases.
The Central Bank also reminded that before there were the law enforcement authorities towards the issue of expansion of access to banking secrecy. So, in 2018, the Bank of Russia supported the amendments to the legislation, allowing to pass in some cases to the investigating authorities information constituting Bank secrecy, along with a statement about the crime. However, the current empowerment of law enforcement officers to obtain such information is excessive, “since the facts show that the effectiveness of prosecution of perpetrators and return of assets are not only in the plane of interagency cooperation”.
