The mega-project of “Gazprom” and “Rushistory” in Ust-Luga will be able to attract funding at the expense of the citizens. Such assumption in interview owned by Grigory Berezkin edition of the RBC was expressed by the head of VEB.Of the Russian Federation Igor Shuvalov.
According to him, earlier it was supposed that the money for the gas chemical complex government will allocate from the national welfare Fund (NWF), but the crisis has forced to correct the plans.
One of the options where to get money to build, is the creation of collective investment funds of citizens. Also examines the traditional methods of attracting Russian and foreign investors.
Shuvalov stressed that people will be interested to invest in Ust-Luga, as will become shareholders of the prospective complex. At the same time, he noted that foreign partners it is logical to draw after the commencement of the enterprise, because the Corporation would like to make it.
The project of Ust-Luga consists of two related industries — gas processing, including liquefaction plant of natural gas and gas chemicals. First, through the joint venture belongs to “Gazprom” and “Rushistory” and the second “Rushanabutsu” will build their own. The total cost of the project, according to preliminary estimates, up to 2.4 trillion rubles in approximately equal shares.
The complex at full capacity should produce 13.3 million tonnes of LNG, 2.2 million tons of liquefied petroleum gas (LPG) and 3.6 million tons of ethane, which should be raw materials for gas-chemical complex.
In January it was reported that the cost of the project in Ust-Luga can be increased by billions of dollars because of the need to build a marine terminal for shipping products, as well as to organize the storage of a reserve of ethane. The second condition is important for the smooth operation of the gas chemical complex at the time of preventive maintenance on the pipeline.
Mega project called major investment project for long-term economic growth and build infrastructure for further development. According to analysts, LNG from Ust-Luga will allow Gazprom to compete in the European market in the case of reduction of pipeline deliveries.
