Representatives of Russian business are much more likely to admit it in fear of the security forces. About it tell the data of poll of the Federal security service (FSS), which examined “Vedomosti”.

The results of the study are contained in the annual report of the Commissioner of the President on protection of entrepreneurs ‘ rights Boris Titov. Respondents were 279 of experts (lawyers, human rights defenders, prosecutors, legal scholars) and 189 entrepreneurs. Doing business in Russia called unsafe at 74.3 percent. This is more than in 2017 57.1%.

Distrust of security forces made up 70.3 percent, while in 2017, it was 45 percent. Not considered justice in Russia are independent and objective in 2017, 50 percent of respondents, and in 2020-m — 73.8 percent. Three quarters of respondents say lack of skills of the investigators, as many believe that crime in the business sector should be engaged in a special Department.

The respondents against whom criminal cases were initiated, explained that the personal interests of the security forces (41.3%) and conflict with other business people (37.6%). Prevention of corruption is considered inefficient 74,1%, while three years ago this was the opinion of 61.1 per cent.

The Deputy head of the legal service of the office of the business Ombudsman Natalia Ryabov pointed out that police use arrests businesses, as well as the arrest of accounts and property for the pressure. Mechanism of protection the rights of entrepreneurs does not actually work, since it was used, as evidenced by the survey, only 17 percent of cases.

Earlier, Titov reported that in 2019 the number of criminal offences were instituted for economic crimes, has increased by more than a third. With 80 percent of these prosecutions related to non-performance of contractual obligations, which law enforcement authorities qualified as fraud.

In March the President of Russia Vladimir Putin admitted that he believes small businesses, mainly engaged in trade, “rogues.”
