Deputies from the party “Fair Russia” Dmitry Ionin, Fedot Tumusov and Alexander Terent’ev submitted to the state Duma a bill to ban the blocking of the messenger Telegram. The project is published on the website of the automated system of ensuring legislative activity.
The explanatory Memorandum States that the bill aims to ban blocking of information resources and to unlock already locked (e.g., Telegram). The proposal refers to information resources that the introduction of the mode of increased readiness for emergencies was used to inform the population and also were the main sources of information for state authorities and officials.
In the explanatory note adds that the use of Telegram in Russia is legal, and further locking impractical.
At the end of April Tumusov and Jonas sent the bill to Prime Minister Mikhail Mishustin and head of the Ministry of digital development. The authors of the project said that the messenger works without problems the majority of Russian users, and further lock damage not Telegram, and the prestige of state power in Russia. According to the Creator of Telegram, Pavel Durov, unlocking service would contribute to a more comfortable use of the service to 30 million Russians.
Telegram was blocked on the territory of Russia in the spring of 2018. The occasion was the refusal of the administration of the messenger to provide the FSB encryption keys.
