Ukraine has decided to introduce in the legislation the norm about a special model of justice for non-government-controlled areas of Donetsk and Lugansk regions, which will be applied after the return of territories in the country. This was stated by Deputy Prime Minister for reintegration of the temporarily occupied territories Alexey Reznikov writes “Strenia”.
According to him, transitional justice will allow “to restore justice and violation of human rights, to prosecute those who committed crimes”. Reznikov believes that most residents of the breakaway Donetsk and Lugansk national republics (DND and LNR) became victims of the “occupiers”, so to them the Ukrainian government “will not claim”.
He noted that this implies the inclusion in the legislation procedures to separate the “criminals” from the “hostages”. “Conventionally, we have to Dene the so-called “miners” on the Russian tanks from the real miners who work hard and are on strike today because they months not paid a salary. I am convinced that the second category is the allies of Ukraine in the process of de-occupation the temporarily occupied territories”, — he stressed.
In November 2019, the Prosecutor General of Ukraine reported on the preparation of the package of draft laws on transitional justice as part of the process of reintegration of Donbass.
To develop an appropriate system instructed the government the President of Ukraine Volodymyr Zelensky. It should include mechanisms for redress to civilians, prosecution of criminals and “the realization of the right to the truth about the events of the conflict,” stressed the head of state.
