Amendments to the Constitution are designed to redistribute powers between the President and other authorities to make the political system more stable. In an interview, owned by Grigory Berezkin RBC co-Chairman of the working group to develop amendments to the Constitution, the head of the Committee on constitutional legislation of the Federation Council Andrey Klishas.
According to him, the basic meaning of this process is to build a system of constitutional government. “Believe me, it really is. Because now after all the political system is very personalized,” explained the Senator, noting that the country should not so much depend on who is President.
Klishas added that he does not like the term “zeroing” when it comes to the extension of powers of Putin, because to hold power it is not necessary to change the Basic law — he’s popular, has the support of the population and a large political weight.
“The amendment about the right to be elected Putin needs to ensure that no one zeroed the last 20 years of our history. This applies to both social security, and sovereignty of the country, so to reset and return to the 1990s would be impossible”, — said the interlocutor of the edition.
He pointed out that to realize this idea through the emphasis on constitutional government. The ability of the President to ballot for a new term supposedly stabilizes the system, because officials, MPs and politicians will stop thinking about the successor, the transfer and when it will happen, and will instead do their own thing, “and not to speculate and not to think about the fact that the country happens after 2024”.
Earlier Vladimir Putin has made that could run for another term in 2024, if the Russians will vote for the adoption of amendments to the Constitution.
Voting on amendments will take place from 24 June to 1 July inclusive, the last day will be outside.
Among the proposed amendments, the priority of Russian on international law and the right of Putin to be re-elected. All the proposals approved by the constitutional court, the state Duma, the Federation Council and regional parliaments.
